Texas differs from neighboring states because its combination of large urban immigrant populations and extensive land area requires simultaneous investment in both dense metro training hubs and cross-border travel support. Applications must demonstrate how proposed training will operate within existing county-level recreation department budgets rather than assuming statewide coordination structures.
