Students in rural West Texas counties face longer commutes to facilities offering job-shadowing placements, while urban districts in Harris and Dallas counties encounter competition for limited internship slots from larger employers. High school career counselors in border counties such as El Paso and Hidalgo must also account for bilingual proficiency requirements that do not appear in applications originating from neighboring states.
Workforce_first funding under this initiative prioritizes Texas applicants that can demonstrate existing memoranda with employers holding active contracts in oilfield services, semiconductor fabrication, or medical device assembly. Proposals must quantify the number of 11th- and 12th-grade students placed in paid internships lasting at least 120 hours and track subsequent credential attainment through the Texas Education Agency's public reporting portal.
