Public transportation gaps further constrain parent attendance at evening workshops in West Texas counties.
Readiness Requirements for Texas Organizations
Applicants must document existing partnerships with at least three independent school districts and present a staffing plan showing one certified bilingual coordinator per 150 participating children. Organizations must also demonstrate access to physical sites in both urban census tracts and rural colonias, along with a data system that tracks reading proficiency gains separately for Spanish-dominant and English-dominant cohorts. Unlike New Mexico applications, Texas requires demonstration of capacity to handle large-scale bilingual programs due to its extensive border regions and diverse urban centers.
