By covering instructor stipends and portable mat sets, awards allow existing 4-H chapters and municipal recreation districts in Ector and Midland counties to host weekly sessions without passing fees to participants. Reimbursement rules for mileage further reduce the effective cost of bringing certified black-belt instructors from Houston or Dallas on a rotating basis.
