State labor statistics show median earnings for Hispanic arts workers trail the overall Texas creative workforce average by $14,000 annually.
The grant opportunity targets project budgets that include artist fees and production stipends rather than general operating support. Eligible applicants must document Texas residency for the lead artist or nonprofit and submit payroll records showing prior hiring patterns. Applications require a line-item breakdown separating personnel costs from materials, with preference stated for budgets allocating at least 60 percent to compensation for Texas-based Hispanic participants.
