Texas health professional schools operate under distinct capacity limits tied to facility size and preceptor availability. The University of Texas system and Texas Tech University Health Sciences Center together account for the majority of training positions, yet rural preceptor sites remain fewer than 600 statewide. Border counties such as Hidalgo and Cameron show primary care physician ratios below one per 3,500 residents, while the Permian Basin relies on a workforce dominated by oil-industry commuters rather than permanent medical staff.
State data from the Texas Department of State Health Services indicate that 147 counties qualify as health professional shortage areas for primary care. Academic medical centers in Houston, Dallas, and San Antonio absorb most federal and state training grants, leaving smaller institutions in Lubbock, El Paso, and the Rio Grande Valley with limited infrastructure for expanding interprofessional programs. Broadband access in 42 rural counties falls below 70 percent, constraining distance-learning options for nursing and physician assistant curricula.
Funding under this program can expand Texas training capacity by supporting additional residency positions at existing medical schools and by funding satellite training sites in the Panhandle and South Texas. Eligible applicants must demonstrate existing partnerships with at least three Texas counties designated as shortage areas and provide data showing current enrollment versus projected graduates over five years. Institutions must also document preceptor recruitment plans that address the state's requirement for bilingual clinical supervision in counties where Spanish is the primary language in more than 60 percent of households.
