Rural school districts such as those in Pecos and Deaf Smith counties serve populations under 5,000 students with limited laboratory space and no dedicated environmental science staff. Urban campuses in Harris and Dallas counties operate established STEM pipelines but rarely incorporate irrigation modeling or evapotranspiration data from surrounding agricultural zones. Teachers in these rural settings report annual travel distances exceeding 200 miles to reach regional water-district training sessions.
The funding targets accredited pre-K–12 schools by requiring projects that pair rural measurement sites with urban data-analysis partners. Eligible teachers must submit documentation of existing or planned sensor installations on school grounds or adjacent agricultural land, plus letters of cooperation from local groundwater conservation districts. Applications undergo review that weighs proposed data-collection frequency against county-level drought indices published by the Texas Water Development Board.
Unlike Oklahoma applications, Texas proposals must demonstrate coordination between a rural measurement site and an urban analytics classroom to qualify.
