Who Should Apply in Texas 501(c)(3) organizations must demonstrate that at least 70 percent of projected attendees reside outside the host county. Eligible applicants include entities operating in the Rio Grande Valley or the Permian Basin, where oil and gas employment creates shift-work schedules that limit weekday participation. Applications require line-item budgets separating artist compensation from sound, staging, and portable restroom costs, with no more than 25 percent allocated to marketing.
Texas's economic composition shapes applicant fit. Organizations in counties dominated by agriculture or energy extraction must submit payroll records confirming that local workforce schedules align with proposed event dates. Border counties along the Rio Grande receive additional scoring weight when they document participation by artists from both Texas and Mexican states, verified through W-9 forms and performance contracts.
Unlike Colorado applications, Texas requires demonstration of extreme rural delivery capacity due to frontier county designation and documented 90-mile travel distances. Grant reviewers examine county-level broadband maps to confirm that digital ticket distribution will not substitute for physical outreach in areas where household internet access remains below 68 percent.
