These outcomes matter because Texas spans 254 counties with population densities ranging from 0.3 persons per square mile in Loving County to more than 2,700 in Dallas County. The state’s energy and agriculture sectors employ large numbers of shift workers whose schedules reduce consistent parental availability for adolescents. Border counties along the Rio Grande add further variables, including high rates of seasonal migration that interrupt school-based relationships.
Implementation requires grant applicants to document existing congregational rosters of adults willing to commit 120 hours annually and to coordinate with regional workforce commissions that track youth employment patterns in oil-field and ranching communities. Programs must report quarterly on the number of matched pairs that complete a six-month cycle and the percentage of participants who remain engaged with the congregation for at least twelve additional months.
Texas applicants must also supply county-level maps demonstrating that mentorship sites lie within 45 minutes’ drive of the largest youth population clusters outside major metropolitan statistical areas. This geographic requirement aligns with state transportation data showing that 29 percent of rural teens lack reliable personal vehicles.
Unlike Colorado applications, Texas requires demonstration of extreme rural delivery capacity due to frontier county designation and documented gaps in public transit between county seats and outlying congregations.
