Urban centers such as Houston and Dallas present different cost pressures. While broadband coverage exceeds 90 percent, senior public-housing complexes often lack internal wiring upgrades, forcing providers to allocate funds for on-site network installation rather than direct instruction. State data indicate that 14 percent of Texas senior households still rely exclusively on smartphone data, which inflates per-person training expenses when curricula must account for small-screen interfaces and data caps.
Funding allocated under this initiative can offset these documented costs by reimbursing equipment purchases at scale and subsidizing 12-month connectivity contracts through existing Texas Universal Service Fund mechanisms. Eligible applicants must demonstrate that proposed budgets itemize device acquisition, last-mile installation where needed, and instructor travel across Texas Department of Transportation district boundaries.
