These outcomes matter because Texas contains both the second-largest Spanish-speaking population in the United States and nine of the twenty fastest-growing counties that still lack coordinated bilingual historical repositories. Without targeted digitization, primary sources on Tejano land grants and 20th-century labor migrations remain inaccessible to the 2.3 million Texas residents whose primary language is Spanish. The economic structure of the state, anchored in energy extraction, cross-border logistics, and advanced manufacturing, further requires historians who can read both English and Spanish legal and technical documents to interpret industrial development records accurately.
Implementation follows a two-phase sequence. Phase one requires applicants to map existing Spanish-language holdings at the Texas State Library and Archives Commission against gaps in the Rio Grande Valley and Houston-Galveston corridor. Phase two mandates partnerships with community colleges in El Paso, McAllen, and Laredo to test curriculum modules against actual enrollment data from dual-language high schools. Budgets must allocate at least 35 percent of funds to transcription and translation staff rather than general overhead, reflecting the state's documented shortage of certified bilingual archivists.
Unlike New Mexico applications, Texas requires explicit demonstration that proposed collections will serve both the 254 counties and the binational research community crossing the international bridges at Laredo and Brownsville. Reviewers examine whether applicant teams include at least one Texas-based historian fluent in 19th-century legal Spanish and one data manager experienced with the Texas Digital Library infrastructure.
