Texas maintains some of the widest gaps in youth health literacy between its border counties and major metro areas. In the Rio Grande Valley, 42 percent of school-age children live in households where English is not the primary language, correlating with lower rates of understanding nutrition labels and recommended activity levels compared with the state average.
These disparities appear most clearly among children in families tied to the agricultural and energy sectors, where parents often work irregular shifts that limit supervision of diet and exercise. Houston and Dallas independent school districts report similar shortfalls in after-school program capacity, with enrollment waitlists exceeding 15,000 students in districts serving majority-Hispanic populations.
The funding supports early-career researchers from underrepresented groups who design and evaluate after-school curricula focused on measurable changes in body-mass-index trends and self-reported fruit and vegetable intake. Researchers must demonstrate prior data collection experience in Texas public schools and commit to publishing county-level results within 24 months.
Implementation requires partnerships with at least two regional education service centers, one of which must cover a county with fewer than 50,000 residents. Budgets must allocate at least 35 percent of salary support to the principal investigator and the remainder to direct program costs such as curriculum materials and transportation for rural participants.
Unlike New Mexico or Louisiana programs, Texas applications must separately address both the scale of urban school districts exceeding 200,000 students and the logistics of delivering services across 1,200-mile border counties with limited broadband. Data-sharing agreements with the Texas Education Agency are mandatory for tracking longitudinal health literacy scores.
