The state's health workforce data from 2023 shows only 2.1 researchers per 100,000 residents focused on urban cardiovascular epidemiology, compared with 4.7 nationally. This shortfall limits capacity to analyze zip-code level claims data from the Texas Department of State Health Services.
Researchers and medical professionals in Houston's Third Ward, Dallas's South Oak Cliff, and San Antonio's East Side face the most acute shortages. These areas contain the highest concentrations of uninsured adults aged 45-64 and the lowest densities of board-certified cardiologists. Academic medical centers report that 62 percent of their cardiovascular research staff hold appointments funded through out-of-state grants, creating dependency on external priorities.
Workforce_first funding can support Texas-based investigators who maintain data-use agreements with regional hospital systems. Eligible applicants include Texas nonprofit research institutes and university departments that document existing access to de-identified Medicaid and commercial claims files. Proposals must list at least three full-time equivalent Texas residents with prior publication records on Texas vital statistics.

These demographics necessitate research designs that segment data by both race/ethnicity and industry of employment.
Implementation Requirements in Texas
Applicants must submit letters of support from at least two Texas hospital systems that collectively serve 40 percent of the target urban population. Budgets should allocate no less than 35 percent of direct costs to Texas resident salaries. Data management plans must reference the Texas Health and Human Services data governance standards rather than external cloud platforms.
