The grant program funds a Women in STEM Conference for Young Leaders that directly targets this divide by rotating annual events between an urban hub and a rural community college. The conference structure requires each participating team to include at least 60 percent attendees from counties outside the top ten metropolitan statistical areas. Sessions pair participants with professionals from Texas's energy sector and Austin technology corridor, while workshops on leadership skills are delivered in both English and Spanish to accommodate border-region demographics.
Application materials must document the applicant's capacity to transport students across the state's large geography, including commitments from school districts to cover mileage or secure virtual-hybrid options. Reviewers evaluate proposals against Texas-specific metrics: the percentage of participants drawn from counties with broadband subscription rates below 60 percent and the inclusion of follow-up virtual mentoring that accounts for seasonal agricultural and energy work schedules. Unlike New Mexico applications, Texas proposals must demonstrate coordination with the state's existing energy workforce development boards to align conference content with documented job pipelines in oilfield digitization and renewable technologies.
Successful awards have required letters of support from regional education service centers that verify the rural recruitment plan reaches counties with populations under 15,000. Budget narratives are examined for line items covering satellite internet equipment when events occur in areas without reliable cell coverage.
