Workforce constraints compound the risk. Texas reports a 19 percent vacancy rate for licensed social workers in its 177 rural counties, forcing providers to rely on contractors who must still satisfy state background-check timelines that average 42 days.
The funding requires applicants to submit a compliance matrix listing every Texas statute that governs data sharing between housing, education, and workforce agencies. Successful submissions in prior cycles included memoranda of understanding already executed with the Texas Workforce Commission and local independent school districts.
Reviewers also examine whether the proposed case-management software meets Texas Cybersecurity Council encryption standards before any client records are entered. Providers that cannot demonstrate this capability at the letter-of-intent stage are advised to partner with an established Texas-based fiscal agent rather than attempt independent compliance.
Unlike New Mexico applications, Texas requires demonstration of separate accounting for state general revenue funds that may flow through the same program, because Texas statutes treat federal pass-through dollars and state match dollars under distinct audit schedules.
