Existing physical and mental health services operate in separate administrative structures, with limited electronic record sharing between Department of Veterans Affairs facilities and state-funded community providers. This separation produces duplicated intake processes and delays in referral completion that average 45 days in border counties.
Veterans residing in the Rio Grande Valley face the longest travel times to combined care sites, often exceeding 90 miles one way. Those who recently separated from service after deployments tied to energy-sector logistics roles encounter additional barriers because their post-service addresses frequently fall outside established VA catchment zones. Workforce data from the Texas Health and Human Services Commission indicate a 22 percent vacancy rate for licensed mental health clinicians in counties with populations under 50,000.
The proposed integrated system addresses these gaps by requiring co-located physical and behavioral health teams at regional hubs anchored in San Antonio, El Paso, and Amarillo. Each hub must demonstrate existing broadband capacity sufficient for real-time data exchange and maintain memoranda of agreement with at least two rural transportation providers. Readiness metrics include submission of current referral workflow maps, staffing rosters showing at least 60 percent of required clinical positions already filled or under active recruitment, and a 12-month capital equipment plan that accounts for mobile diagnostic units serving counties without fixed facilities.
Applications must also document coordination with the Texas Veterans Commission’s existing claims assistance network to avoid parallel intake systems. Priority scoring favors proposals that quantify reductions in average days from initial contact to first combined appointment, using baseline data from the most recent state veterans’ needs assessment. Unlike neighboring states with smaller land areas, Texas reviewers require explicit coverage plans for multiple public health regions rather than a single statewide protocol.
