With approximately 90% of the state's population living in urban areas, the remaining 10% in rural areas face unique challenges, such as limited transportation options and a shortage of local healthcare providers. This disparity is especially pronounced in counties like Terrell and Loving, which have few healthcare facilities yet high rates of substance abuse, making treatment access deeply problematic.
Local law enforcement and correctional facilities, particularly in rural regions, encounter these barriers firsthand. Many inmates from these areas arrive at facilities without adequate access to medical services, including substance use treatment. For both male and female inmates, the absence of local support leads to high recidivism rates, with the Texas Department of Criminal Justice reporting a return-to-prison rate of over 60% among individuals with substance use issues. This creates a cycle of incarceration that is difficult to break without immediate and effective intervention.
The Texas funding program is designed to deploy mobile treatment units to these underserved areas.
