Who Should Apply in Texas Nonprofit organizations that operate primary-care sites or mobile units in the 14 counties with the highest concentrations of uninsured Latina women are positioned to use the funding. Eligible applicants must demonstrate existing contracts with at least two federally qualified health centers or county health departments and the ability to track service utilization by payer status and ethnicity. Organizations without current data systems capable of reporting quarterly encounter data by ZIP code will not meet threshold requirements.
Application requirements center on cost-reduction metrics rather than general outreach volume. Proposals must project the number of first-time preventive visits that will occur at no charge to the patient and must specify the exact reimbursement gap the grant will cover. Texas Medicaid data show that 22 percent of eligible Latina women never complete an initial preventive visit because of a $25-$75 copayment or deductible; successful applications will target this precise interval.
Unlike New Mexico applications, Texas requires demonstration of extreme rural delivery capacity due to frontier county designation combined with metropolitan scale in the same state. Proposed budgets must separate border-region per-patient costs from urban per-patient costs, reflecting documented differences in transportation and interpreter expenses. Nonprofits that submit aggregated statewide figures without this split will be returned for revision.
Fit assessment for Texas context The funding aligns with Texas when the applicant already maintains bilingual staff and can accept Texas Medicaid as a primary payer while using grant funds strictly for the uninsured remainder. Programs that attempt to create new enrollment pathways without existing clinic partners will fail to produce measurable increases in completed preventive visits within the required 12-month reporting window. Organizations that document current wait times of fewer than 10 days for new uninsured patients and that operate in counties where Latina women comprise at least 35 percent of the female population aged 18-44 will satisfy the state-specific criteria.
